HELP- Seat belt will not retract

Any ideas on how to release a stuck seat belt ? I understand belts can get dirty and cause issues, however once stuck how do you get the belt assembly to function properly?

I have not experienced a belt that is this stubborn.... I have tried to pull more belt...it inst happening..
