Dead 4x2

Hi all, we have a 10 year old 4x2 turf model, and it won't start. It won't even turn over by the key, although you can hear a click coming from the relay's under the passenger seat. If I jump the starter relay, it will turn over, but no spark. I'm pretty sure it' something electrical, just need to figure out where to start. Is there a neutral safety switch?
