Can't View Photos

I'm no longer able to view photos attached in various posts. Currently using Google Chrome.

Google Chrome is up to date
Version 66.0.3359.181 (Official Build) (64-bit)


The message returned after clicking on a photo:

Forbidden
You don't have permission to access /forum/vbseo.php on this server.
